Present the data. Show the cost-benefit. Align with regulations. Draft the implementation plan.<\/p>\n<p data-start=\"336\" data-end=\"522\">But as anyone who&#8217;s tried to push through real reform knows, that\u2019s not how people decide. What gets adopted\u2014or blocked\u2014is rarely just about facts. It\u2019s about how those facts are framed.<\/p>\n<p data-start=\"524\" data-end=\"576\">This isn\u2019t just a matter of language. It\u2019s strategy.<\/p>\n<p data-start=\"578\" data-end=\"809\">In fact, one of the most overlooked factors in reform failure is not poor design or weak execution. It\u2019s that the reform was framed in a way that made sense to the insiders\u2014but never landed with the people who needed to support it.<\/p>\n<p data-start=\"811\" data-end=\"1034\">Whether you\u2019re a government leader pushing for change, a private sector executive building internal buy-in, or a civil society group shaping public opinion\u2014framing is not just part of your message. And no matter how airtight the logic, if it doesn\u2019t match the story people already believe, it won\u2019t stick.<\/p>\n<h4 data-start=\"2057\" data-end=\"2088\">What Framing Actually Means<\/h4>\n<p data-start=\"2090\" data-end=\"2199\">At its core, framing is about emphasis. What aspect of the issue are you highlighting? What\u2019s being left out?<\/p>\n<ul data-start=\"2201\" data-end=\"2381\">\n<li data-start=\"2201\" data-end=\"2265\">\n<p data-start=\"2203\" data-end=\"2265\">Is the cause of poverty lack of opportunity or lack of effort?<\/p>\n<\/li>\n<li data-start=\"2266\" data-end=\"2322\">\n<p data-start=\"2268\" data-end=\"2322\">Is a rise in crime about social decay or unemployment?<\/p>\n<\/li>\n<li data-start=\"2323\" data-end=\"2381\">\n<p data-start=\"2325\" data-end=\"2381\">Is your new tech platform about transparency or control?<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2383\" data-end=\"2436\">These aren\u2019t just semantic questions. They determine:<\/p>\n<ul data-start=\"2437\" data-end=\"2556\">\n<li data-start=\"2437\" data-end=\"2467\">\n<p data-start=\"2439\" data-end=\"2467\">Who the villain and hero are<\/p>\n<\/li>\n<li data-start=\"2468\" data-end=\"2505\">\n<p data-start=\"2470\" data-end=\"2505\">What kind of solution is acceptable<\/p>\n<\/li>\n<li data-start=\"2506\" data-end=\"2556\">\n<p data-start=\"2508\" data-end=\"2556\">Which stakeholders get mobilized\u2014or marginalized<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2558\" data-end=\"2633\">Framing gives shape to the narrative\u2014and the narrative shapes the strategy.<\/p>\n<h4 data-start=\"2640\" data-end=\"2667\">The Science Backs It Up<\/h4>\n<p data-start=\"2669\" data-end=\"2915\">Cognitive science tells us we don\u2019t think in facts. We think in frames. As linguist George Lakoff puts it, facts only make sense if they fit the mental models we already carry. This is why even \u201cevidence-based\u201d policy often struggles to persuade.<\/p>\n<p data-start=\"2917\" data-end=\"3020\">People don\u2019t reject data because they\u2019re irrational. They reject it because it doesn\u2019t fit their frame.<\/p>\n<p data-start=\"3022\" data-end=\"3159\">This is why trying to \u201ceducate\u201d the public often fails. A better approach is to shift the frame\u2014so the same data tells a different story.<\/p>\n<p data-start=\"3161\" data-end=\"3364\">An example: carbon pricing. Economists love it. But when framed as a \u201ctax,\u201d people resist. When reframed as a \u201cdividend\u201d\u2014with revenues going back to citizens\u2014it becomes far more acceptable, even popular.<\/p>\n<p data-start=\"3366\" data-end=\"3417\">Same mechanism. Different frame. Different outcome.<\/p>\n<h4 data-start=\"3424\" data-end=\"3457\">Strategy Is Framing in Action<\/h4>\n<p data-start=\"3459\" data-end=\"3669\">In business, we call it positioning. In politics, it&#8217;s messaging. In policy, it\u2019s often buried under \u201ccommunication planning.\u201d But in all cases, it\u2019s about defining reality in a way that aligns with your goals.<\/p>\n<p data-start=\"3671\" data-end=\"3718\">Framing isn\u2019t spin. It\u2019s strategic translation.<\/p>\n<p data-start=\"3720\" data-end=\"3767\">Here\u2019s how it plays out in real-world settings:<\/p>\n<ul data-start=\"3769\" data-end=\"4304\">\n<li data-start=\"3769\" data-end=\"3950\">\n<p data-start=\"3771\" data-end=\"3950\"><strong data-start=\"3771\" data-end=\"3793\">Problem definition<\/strong>: If you frame a bloated bureaucracy as an \u201cefficiency challenge,\u201d you get process redesign. Frame it as \u201closs of trust,\u201d and you get transparency campaigns.<\/p>\n<\/li>\n<li data-start=\"3951\" data-end=\"4110\">\n<p data-start=\"3953\" data-end=\"4110\"><strong data-start=\"3953\" data-end=\"3972\">Solution design<\/strong>: A digital grievance platform can be framed as citizen empowerment\u2014or as administrative control. That frame determines how it&#8217;s received.<\/p>\n<\/li>\n<li data-start=\"4111\" data-end=\"4304\">\n<p data-start=\"4113\" data-end=\"4304\"><strong data-start=\"4113\" data-end=\"4139\">Stakeholder management<\/strong>: Even internal teams respond better when reforms are framed in language that speaks to their values (stability, recognition, simplicity) rather than abstract goals.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4306\" data-end=\"4475\">Framing also matters in coalition-building. A reform framed as \u201cpro-poor\u201d might alienate middle-class supporters. Frame it as \u201cfairness for all,\u201d and you widen the tent.<\/p>\n<h4 data-start=\"4482\" data-end=\"4520\">Beyond KPIs: Framing as Evaluation<\/h4>\n<p data-start=\"4522\" data-end=\"4646\">Here\u2019s where it gets more interesting: framing doesn\u2019t stop at design and adoption. It also affects how success is measured.<\/p>\n<p data-start=\"4648\" data-end=\"4788\">In too many reform efforts, we look at metrics like system uptime, number of users, or transaction volumes. These are useful\u2014but incomplete.<\/p>\n<p data-start=\"4790\" data-end=\"4944\">A digitized system may be live, but are staff still asking for paper backups? Are citizens confident enough to use it, or do they still go through fixers?<\/p>\n<p data-start=\"4946\" data-end=\"4991\">The better question is: has behavior changed?<\/p>\n<p data-start=\"4993\" data-end=\"5122\">Behavioral shifts are one of the most telling signs of whether a reform has truly taken hold. And they\u2019re shaped by framing, too.<\/p>\n<p data-start=\"5124\" data-end=\"5250\">If people believe the reform is a surveillance tool, they\u2019ll resist it. If they see it as a tool for fairness, they\u2019ll use it.<\/p>\n<p data-start=\"5252\" data-end=\"5334\">That perception is not just an output of the system. It\u2019s an outcome of the frame.<\/p>\n<h4 data-start=\"5341\" data-end=\"5363\">When Framing Fails<\/h4>\n<p data-start=\"5365\" data-end=\"5418\">Sometimes the reform is right\u2014but the story is wrong.<\/p>\n<p data-start=\"5420\" data-end=\"5587\">In one Southeast Asian country, anti-smoking laws languished in debate for years. Health officials cited cancer rates and secondhand smoke exposure. The public yawned.<\/p>\n<p data-start=\"5589\" data-end=\"5783\">Then the narrative changed. Advocates began framing the issue as \u201cprotecting children from harm.\u201d Suddenly, it wasn\u2019t just a health issue. It was about innocence, responsibility, and the future.<\/p>\n<p data-start=\"5785\" data-end=\"5830\">Same evidence. New frame. And the law passed.<\/p>\n<p data-start=\"5832\" data-end=\"5964\">This isn\u2019t manipulation. It\u2019s resonance. It\u2019s understanding how people interpret change, and aligning with values they already hold.<\/p>\n<h4 data-start=\"5971\" data-end=\"6013\">Why Institutions Struggle with Framing<\/h4>\n<p data-start=\"6015\" data-end=\"6138\">Framing feels squishy to many technocrats. It\u2019s not part of the project charter or implementation matrix. But it should be.<\/p>\n<p data-start=\"6140\" data-end=\"6167\">Institutions often fail to:<\/p>\n<ul data-start=\"6168\" data-end=\"6410\">\n<li data-start=\"6168\" data-end=\"6235\">\n<p data-start=\"6170\" data-end=\"6235\">Co-create frames across departments, resulting in mixed messaging<\/p>\n<\/li>\n<li data-start=\"6236\" data-end=\"6322\">\n<p data-start=\"6238\" data-end=\"6322\">Capture institutional memory, leading to inconsistent framing across administrations<\/p>\n<\/li>\n<li data-start=\"6323\" data-end=\"6410\">\n<p data-start=\"6325\" data-end=\"6410\">Recognize when a reform has drifted from its original promise, due to narrative creep<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"6412\" data-end=\"6523\">The result: good ideas die in silos. Or worse, reforms backfire because the public never bought into the story.<\/p>\n<p data-start=\"6525\" data-end=\"6644\">To build reforms that last, institutions must treat framing as a first-class activity\u2014not a communication afterthought.<\/p>\n<h4 data-start=\"6651\" data-end=\"6686\">Not a Soft Skill \u2014 A Core Skill<\/h4>\n<p data-start=\"6688\" data-end=\"6815\">In an era where attention is fragmented, trust is low, and complexity is high, the ability to frame well is no longer optional.<\/p>\n<p data-start=\"6817\" data-end=\"6953\">It\u2019s how you build alignment. How you earn political capital. How you translate change into something that feels doable\u2014and worth doing.<\/p>\n<p data-start=\"6955\" data-end=\"7097\">Framing is not fluff. It\u2019s infrastructure. Not the kind you build with concrete and wires, but with stories, values, and shared understanding.<\/p>\n<p data-start=\"7099\" data-end=\"7201\">When done right, it turns resistance into participation. Skepticism into support.
